District leaders are being asked a deceptively simple question: When should students be allowed to use generative AI?
However, access should be one stage in a district’s AI readiness strategy, not the starting point
It is tempting to treat this as a tool decision. Find an approved platform. Configure the settings. Establish acceptable-use rules. Train teachers. Launch.
Those steps matter, but they begin too late in the process.
Before students open an AI tool, they need the knowledge and judgment to understand what it is doing, evaluate what it produces, protect themselves and others, and decide when using it supports learning and when it gets in the way.
The foundation must come before the tool.
A rollout decision is really a readiness decision
Chicago Public Schools recently adjusted plans for a broad rollout of Google’s Gemini chatbot to high school students while the district continued considering questions related to readiness, privacy, and implementation.
That is not evidence that schools should avoid AI. It is evidence that responsible leaders need room to ask what should be in place before access expands.
The same lesson appears in emerging research on student use of AI. A recent study of middle school math learning found that students using Khan Academy made faster gains than a comparison group. Yet the gains did not appear to come from Khanmigo, the platform’s AI tutor. Students used the tutor on only about one-third of school days, and many interactions were off topic or focused on getting answers rather than working through the learning.
That finding should not be read as a verdict on one product. It points to a much broader challenge: Access does not ensure meaningful use.
Even a thoughtfully designed tool cannot, by itself, give students the habits of mind they need to learn with it.
Safety features are necessary, but they do not teach judgment
Schools should expect strong technical safeguards from every student-facing AI product. Age-appropriate experiences, privacy protections, content filtering, data controls, transparency, and clear escalation processes are essential.
But platform guardrails protect students only within the boundaries of that platform.
Students will encounter AI in search engines, social media, productivity software, games, consumer apps, and tools their schools have never selected or reviewed. They will also encounter AI-generated content without always knowing it.
That is why technical safeguards must be paired with something students can carry from one environment to the next: understanding.
A student who knows how AI systems generate responses, why those responses may be inaccurate or biased, what information should never be shared, and when a human source is more appropriate can apply that judgment across tools.
A student who has only learned where to click in one approved application cannot.
What students need before broad access
AI readiness does not mean students must master every technical concept before encountering an AI-enabled tool. It means districts intentionally build an age-appropriate foundation before expecting students to make independent decisions in a powerful and rapidly changing environment.
That foundation should include:
- Digital foundations. Students need to understand how digital systems collect, store, share, and use information, including the basics of privacy, security, identity, and digital footprints.
- AI understanding. Students should know what AI is, where it already appears in their lives, how generative systems produce outputs, and why an answer that sounds confident may still be wrong.
- Evaluation and judgment. Students need practice checking claims, recognizing bias and manipulation, comparing sources, identifying synthetic media, and deciding when AI is or is not an appropriate resource.
- Responsible behavior. Students should understand expectations for attribution, academic integrity, respectful use, intellectual property, and the effect their AI-assisted choices may have on other people.
- Healthy learning habits. Students need opportunities to persist through difficulty, develop original ideas, ask a person for help, and use technology to extend their thinking rather than replace it.
These are not competencies that can be compressed into a brief orientation on launch day. They develop over time through explicit instruction, discussion, guided practice, and reflection.
Importantly, that instruction does not have to begin by placing every student in front of an AI tool or adding another block of individual screen time. Digital and AI literacy can be teacher-led, student-led, or blended, depending on students’ ages, the lesson, and the district’s goals.
Students can discuss where AI already appears in their lives, evaluate a sample AI response together, identify information that should remain private, or compare human and AI-generated content before they ever interact independently with a chatbot.
The goal is not access for its own sake. The goal is readiness.
Readiness extends beyond the student
Students are not the only ones who need preparation. Educators need to understand a tool’s capabilities and limitations, know how to model appropriate use, and have time to consider how it affects instruction.
Districts need clear expectations for privacy, security, accessibility, academic integrity, and age-appropriate use. Families need to understand what students will use, why they will use it, what information may be involved, and how concerns will be addressed.
Most importantly, everyone should understand the instructional purpose.
What learning problem is the tool intended to solve? When does it add something valuable? When would another resource, a class discussion, or direct interaction with a teacher better support learning?
A phased rollout, a pilot, or a decision to pause can all be responsible choices. The goal is not to reward speed or delay. It is to create the conditions in which access is genuinely useful to students.
Teach the foundation, not just the tool
AI products will change. Features will be added, renamed, restricted, and replaced. Any district strategy centered on one application will require constant rebuilding.
The more durable investment is students’ capacity to think critically and act responsibly across digital and AI-powered environments.
When districts teach the foundation first, product training becomes easier to place in context. Students can understand not only how to use a feature, but why they might use it, what risks to notice, how to verify the result, and when to put the tool aside.
This creates a more meaningful standard for evaluating AI initiatives. The question is no longer simply, “Did students receive access?”
It becomes:
Were students prepared to use that access in ways that strengthened learning, protected their well-being, and developed their independence?
Before asking which AI tool students should use, districts should first ask what students need to know and be able to do when they open it.
A student-facing rollout is not the beginning of AI readiness. It should be evidence that the work of building readiness has already begun.
